TEAM NAVER Digital Twin Platform Adopted as Saudi Arabia’s National Standard

TEAM NAVER announced on August 20 that its cloud-based digital twin platform has received official approval from Saudi Arabia’s Digital Government Authority (DGA) for use by municipalities and has been adopted as the Saudi government’s “national standard digital twin platform.” TEAM NAVER said the milestone marks the formal certification of a Korean IT company’s technology by a foreign government agency and gives the company a foothold to expand its technology across Saudi Arabia just three years after winning the project in 2023.

Following the DGA’s approval, Saudi Arabia’s Ministry of Municipalities and Housing recently issued an official notice to municipalities across the country recommending preferential adoption of TEAM NAVER’s platform for smart city projects.

The notice calls on municipalities to give priority to TEAM NAVER’s platform when undertaking digital twin projects in order to prevent duplicative investments among local governments and harmonize technical standards and methodologies nationwide. The aim is to integrate digital twin and digital urban planning initiatives undertaken by local governments across Saudi Arabia within a unified national framework.

The Saudi government plans to use TEAM NAVER’s digital twin platform as the national standard to make a wide range of municipal administrative functions — including urban planning, city operations, asset and infrastructure management, and urban safety — data-driven, while enabling municipalities to share data and operational experience.

TEAM NAVER previously won a contract from Saudi Arabia’s Ministry of Municipalities and Housing in October 2023 to build a digital twin platform for major cities. In 2025, the company completed deployments in Makkah, Madinah, and Jeddah, creating digital twins of more than 920,000 buildings across 6,800 square kilometers — an area more than 11 times the size of Seoul — and laying the groundwork for a nationwide rollout.

With its platform now adopted as a national standard, TEAM NAVER plans to further strengthen cooperation with the Saudi government and local partners. In particular, the company aims to accelerate the refinement of technologies tailored to local needs, drawing on the expertise and data it has accumulated through large-scale urban digital twin deployments.
